The best way is to create a job architecture framework for the specific industry in question..in the case of technology standard framework like the Radford is available where one can map the skills and competencies..In addition there are AI tools these days which scrape the internet to identify the latest skill clusters and map the same with your employee

First, understand the whole business value chain, how products or services are generated, who are top performers, who are the poor, observe the task and behaviours exhibited by these person, then you would be able to make clarity on the subject. I have given the answer in simple terms, otherwise there are multiple steps involved in competency mapping including focus group interviews with top performers to verify the observation at field i.e. at the work.

Yes understanding the value chain is a first principles approach..however this is a little time taking..nowadays industry frameworks are available to leapfrog the process
